The role of St. Anne’s Parish Youth Ministry Advisory Council (YAC) is to provide assistance, advocacy, and direction to the Pastor and Youth Ministry Coordinator in accordance with the Diocese of Saskatoon; with a view to developing and maintaining a robust comprehensive Youth Ministry Program at St. Anne’s Parish, that is engaging and welcoming to youth from grade 6 up to young adulthood.


This Terms of Reference is effective from March 2015 and will be ongoing until dissolved by the Pastor.


The YAC will be comprised of at least 5 members (preferably with some skill or background knowledge in working with youth, such as parenting, teaching, planning/coordinating youth and/or young adults) including:


2-year term positions

  • Chairperson
  • Secretary (alternating with chair) 

1-year term positions

  • Past chair
  • Parish council rep
  • Young adult rep
  • Minimum 3 additional members with specific roles according to the present needs of the Council


  • Pastor
  • Youth Coordinator

Roles and Responsibilities

The YAC is accountable for:

  • Fostering collaboration with the Pastor, Youth Coordinator, parish youth, parishioners and neighbouring churches.
  • Understanding the nature and function of comprehensive “Youth Ministry” as it relates to the objectives of the Diocese of Saskatoon.
  • Providing coordination, assistance, guidance and information for program plans that will benefit the youth of St. Anne’s Parish.
  • Providing, coordinating and/or accessing needed resources to successfully implement planned activities, retreats, and other youth initiatives. These may include, but are not limited to: chaperoning and or recruiting supervisors for various activities and outings, providing or accessing free or inexpensive transportation services for various youth events, fundraising and World Youth Day event planning.
  • Maintaining, at all times, a focus on the needs of St. Anne’s Youth and on the agreed scope, outcomes and benefits.
  • Support the Youth Coordinator and Youth of the parish through prayer.
  • Upholding and promoting the Mission Statement of St. Anne’s Youth Ministry.

The membership of the Youth Council will commit to:

  • Successfully completing all required documentation related to the Diocese’s “Covenant of Care” protocol.
  • Attending all scheduled Youth Council meetings and provide adequate notice if unable to attend.
  • Wholeheartedly championing St. Anne’s Youth Programs within and outside of the parish.
  • Actively supporting all initiatives in any way possible, including enrolling eligible children in the programs.
  • Sharing and maintaining open communications and information across all Youth Council members.
  • ·Making timely decisions and takes action so as to ensure efficient delivery of services to the youth.


Members of the Youth Council will expect:

  • That each member will be provided with complete, accurate and meaningful information in a timely manner.
  • To be given reasonable time to make key decisions.
  • To be alerted to potential risks and issues that could impact projects, as they arise.
  • Open and respectful discussions.



  • Council must meet a minimum of four times annually
  • All meeting times must be published in parish bulletin and all other forms of electronic media
  • There is an open invitation for all to attend
